Purpose
This Residents’ Engagement Strategy (“the Strategy”) explains how the Residents’ Management Company (“RMC”), as the Principal Accountable Person (“PAP”), will support meaningful resident involvement in decisions about the safety and management of the building, with the assistance of a Managing Agent (“MA”), in accordance with Section 91 of the Building Safety Act 2022 (”the Act”): BSA 2022 Explanatory Notes: Section 91.
The aims are to:
- Provide clear communication about building safety decisions and works.
- Set out how residents will be consulted and how their views will be heard and considered.
- Describe how engagement will be reviewed and improved over time.
To Whom This Strategy Applies
Relevant Persons:
- All residents aged 16 and over living in residential units.
- Owners / Leaseholders of residential units.
- Any prescribed persons required by regulation: Building Safety Act 2022: Section 91.
Building Safety Decisions Covered
“Building Safety Decisions” are decisions about the management of the building that relate to building safety risk, including:
- Planned safety works and maintenance.
- Allocation of safety resources or changes to safety measures.
- Decisions affecting fire safety, structural safety, evacuation protocols, and resident wellbeing: BSA 2022 Explanatory Notes: Section 91.
Information Provided to Residents
We will provide: (in accessible formats as required)
- Summaries of key safety decisions, and how they affect residents.
- Details of planned works (what, why, when, and who will carry out them out).
- Information about how residents can request further safety-related materials.
- Contact details for those responsible for building safety management: Legislation.gov.uk
Methods of distribution may include:
- Email updates
- Letter drops or printed newsletters
- Physical noticeboards in communal areas
- Resident portal / website
- In person and online meetings
We will always aim for the most appropriate and accessible method of communication; however, residents may request alternative communication preferences, including language preference, large print, braille or audio. We will record those preferences and provide them whenever possible.
Engagement and Consultation Scope
Residents will be kept informed about:
- Timing and approach of planned safety works affecting them.
Residents will be consulted on:
- Options for reducing disruption during building works wherever possible.
- Aspects of decisions that directly impact daily life, such as access arrangements or alternative accommodation during major works.
Emergency repairs needed to protect life or prevent imminent danger will not normally be consulted on in advance.
Engagement Methods
To support participation, we will use a combination of:
- Surveys (online or paper).
- Feedback via online forms or telephone.
- Resident meetings (online and in-person).
- One-to-one consultations (when appropriate).
The Strategy will explain how feedback is collected, reviewed, and responded to.
Taking Account of Residents’ Views
We will:
- Acknowledge resident responses within 7 days.
- Explain how residents’ input has influenced decisions.
- Provide feedback on decisions where residents’ views were sought.
Where residents’ suggestions cannot be adopted, we will provide clear rationale.
Measuring and Reviewing Participation
We will regularly assess:
- Response rates to consultations and surveys.
- Attendance at meetings and events.
- Satisfaction with engagement processes via periodic resident satisfaction surveys.

Review of the Engagement Strategy
This strategy will be reviewed:
- At least every 2 years, or sooner if:
- A Mandatory Occurrence Report is submitted,
- Significant material alterations to the building occur,
- After consultation on the strategy itself, or
- Feedback indicates the strategy requires updating: Legislation.gov.uk
Reviews will be documented, and updated versions distributed to residents and accountable persons, primarily on this web page.
Distribution of the Strategy
As required under the Act:
- Notice of where to view the Strategy (on this web page) will be provided in writing to all leaseholders.
- Copies of the Strategy will be provided in accessible formats on request.
- Accountable persons for individual parts of the building are responsible for distributing the Strategy to residents in their sections, including leaseholders who sub-let their property. Legislation.gov.uk
Feedback and Complaints
This Strategy does not replace the RMC’s complaints procedure. Residents may raise concerns or give feedback about building safety or engagement processes by:

- Alternative formats and support are available on request.
Data Protection
Resident data collected during engagement activities will be processed in accordance with GDPR and the RMC’s Privacy Policy.
